CSG Publication Scheme 2015 – A Guide to Information

Introduction

The Freedom of Information (Scotland) Act 2002 (the Act) requires all Scottish public authorities to produce and maintain a publication scheme. Authorities are under a legal obligation to:

  • publish the classes of information that they make routinely available
  • tell the public how to access the information and whether information is available free of charge or on payment.

Community Safety Glasgow has formally adopted The Scottish Information Commissioner’s Model Publication Scheme 2015.

About this guide

This guide:

  • allows the public to see what type of information is available (and what is not)
  • states what charges may be applied
  • explains how to find the information easily
  • provides contact details for enquiries and to get help with accessing the information
  • explains how to request information that has not been published

Classes of Information

CSG must publish information that it holds within the following eight classes. Once published, information should be available for the current and previous two financial years. Where information has been updated or superseded, only the current version need be available (but you may request previous versions from us).

CLASS 1: ABOUT COMMUNITY SAFETY GLASGOW

Class description:

Information about the authority, who we are, where to find us, how to contact us, how we are managed and our external relations.

This information is freely available on this website and social media channels.

CLASS 2: HOW WE DELIVER OUR FUNCTIONS AND SERVICES

Class description:

Information about our work, our strategy and policies for delivering functions and services and information for our service users.

This information is freely available on our website and social media channels.

CLASS 3: HOW WE TAKE DECISIONS AND WHAT WE HAVE DECIDED

Class description:

Information about the decisions we take, how we make decisions and how we involve others.
Information about the composition and purpose of the CSG Board is available on this website. Board minutes are available on request free of charge but release maybe subject to exemptions under the Freedom of Information (Scotland) Act 2002. In such instances, we will remove or redact information and explain why.

CLASS 4: WHAT WE SPEND AND HOW WE SPEND IT

Class description:

Information about our strategy for, and management of, financial resources (in sufficient detail to explain how we plan to spend public money and what has actually been spent).

The Company’s Annual Report and Accounts are freely availability on this website, along with those of the previous two years.

CLASS 5: HOW WE MANAGE OUR HUMAN, PHYSICAL AND INFORMATION RESOURCES

Class description:

Information about how we manage the human, physical and information resources of the authority.

The website provides access to CSG’s policies on data protection, freedom of information, recruitment and selection, equality and corporate social responsibility free of charge. Further information can be requested, free of charge in electronic format, subject to any exemptions under the Freedom of Information (Scotland) Act 2002 or Data Protection Act (1998).

CLASS 6: HOW WE PROCURE GOODS AND SERVICES FROM EXTERNAL PROVIDERS

Class description:

Information about how we procure goods and services, and our contracts with external providers.

CSG operates under Glasgow City Council’s Procurement Strategy and Framework, information about which is available at www.glasgow.gov.uk

CLASS 7: HOW WE ARE PERFORMING

Class description:

Information about how we are performing as an organisation, and how well we deliver our functions and services.

Annual performance information is contained in our Annual Report and Accounts which are freely available on this website. CSG will also publish organisational performance information under the dedicated ‘How We’re Doing’ area of the website, and our performance may also be subject to external publication via Glasgow City Council committee reports.

CLASS 8: OUR COMMERCIAL PUBLICATIONS

Class description:

Information packaged and made available for sale on a commercial basis and sold at market value through a retail outlet e.g, bookshop, museum or research journal.

CSG holds no information in this class.

Availability and formats

As indicated above, the information available via our Publication Scheme is, wherever possible, made available on this website free of charge. However, we do have alternative arrangements for people who do not want to, or cannot, access the information online:

Exemptions

Our aim is to be as open as possible. However, information that falls within these eight classes may be withheld due to exemptions contained in the Freedom of Information (Scotland) Act 2002. For example, we may withhold information if its disclosure would breach confidentiality or seriously prejudice the commercial interests of any person or organisation. We may also withhold information which is classed as personal data under the Data Protection Act 1998.

In these cases, we will withhold, remove or redact the information requested and explain why.

Charges

For material which is sent to you by post, CSG will make a charge to cover reproduction and postage costs for paper copies or computer discs, but only if the total cost of sending you the information exceeds £5.00. Our charges are based on the following:

5p per side for standard A4 photocopy/printing
50p per CD Rom or floppy disc
Actual postage costs as charged by Royal Mail
(This will, of course, depend on the size of the document/s and the location of the address to which they are sent).

CSG will bear up to the first £5.00 cost of reproducing and sending you information. So if the total cost is £9.50, you will be asked to pay only £4.50 towards the cost. Where a charge will apply, you will be told of this in advance and we will send the information to you as soon as your payment is received.

Large print, audio tape and Braille copies are available on request. Where copies are available immediately, they are applicable to the same costs and conditions as any other posted material, and will be provided within a reasonable period.  Where there will be a delay in delivering the material in these formats due for the need to converting an existing format for example, you will be advised of this and any additional costs in advance, and the information will be sent to you as soon as possible.

Information obtained from our Publication Scheme can be copied or reproduced without formal permission provided it is copied or reproduced accurately, is not used in a misleading context, and that both the source and copyright status of the material is acknowledged.
